Assess current state of IT physical and operational structure and develop short, medium and long-term strategic objectives in conjunction with IT Steering Committee (ITSC) and user departments. Provide strategic guidance and direction to the ITSC, including utilization of existing or emerging technologies to meet business objectives, development of specific IT initiatives and project plans, submission of progress reports on ongoing projects and analysis of staffing or other resource needs. Develop and manage an annual budget for all department IT expenses. Authorize payment of IT-related invoices. Negotiate contracts with external vendors for software, consulting, and technical support services. Ensure all selected vendors adhere to company Vendor Management policies. Coordinate and strengthen project management functions and accountability in support of business priorities. In conjunction with the Chief Risk Officer, maintain and enhance tools and processes to minimize exposure to Cyber Security risks. Implement annual testing of Cyber defenses. Maintain and revise the Cyber Incident Response Plan. Provide technical guidance to the IT team on business requirements, applications, architecture and database design. Maintain and enhance standard procedures to manage day-to-day activities of the IT department, including oversight of technology operations and infrastructure, development and delivery of user applications and systems, information security, vendor management and internal control compliance. Provide direction on blending short and long-term objectives. Develop, appraise, mentor and retain an engaged IT team of 12 with skills appropriate to current and future business objectives. Plan and provide for continuity and succession for IT management and staff. Adhere to IT General Controls and Department policies and procedures; review and revise controls and procedures as needed (including automation of manual controls and procedures), coordinate IT General Controls with JSOX internal control environment, and implement appropriate Best Practices, systems and contingency planning. Responsible for Cyber Security, VAT, production, segregation business intelligence and auditing - SOX operations and compliance, as well as Cyber Security audits.


10-20+ years of P&C/reinsurance experience as IT Director/CIO. Master’s Degree and certifications required. Knowledge of C, C++, HTML and SQL, Project, Visio, etc. Must have a combination of Strategic and Tactical experience. Ablility to work with infrastructure, development and applications. Able to write SQL code, work in .net environment, with Agile methodologies and SICS reinsurance applications.
